Every hour at :30, Nina reads the Autopilot engine's verdicts. For every optimization with a "won" verdict, she promotes it permanently. "lost" verdict → rollback. "tie" / "timeout" verdict → ignore (the engine will retry).

For verdict=won → promote_optimization (status becomes promoted, the variant is kept).
For verdict=lost → rollback_optimization (status becomes reverted, the worker restores the snapshot_before).
Verdict tie/timeout → ignore (lets the eval engine retry later).
Pre-filters workspaces with no backlog: zero compute if there's nothing to do (reactive & efficient).
